What is begging?

Begging is basically collection of money, food, clothes and other commodities only on the basis of mercy. If we look in history then it can be said that it was the beginning of the era when saints used to beg food and clothes to keep their body and soul together. But nowadays many people get indulge in it and even force other to do so and mostly children are afflicted by such unlawful act.

Situation in India

If we talk about our country then it can be said that our country is not poor but unfortunately maximum number of poor people live in our country. According to a government report in 2012 nearly 22% of our country are living below poverty line. Moreover, India has a 17.5% share in world's population and 20.6% share in world's poorest population in 2011 (Source : Wikipedia). This is due to uneven distribution of money.

Should we help beggers or not?

The question is should we help beggers or not? In my point of view we should help needy poor people. Mark my words I haven't said beggers, I have said needy poor people. Because nowadays many people beg because of their unwillingness to do any work and many of them use money for wrong purpose.

How to help beggers?

You need not to help poor needy person with money instead you can give him food or clothes. And I am a strong supporter of the fact that it will be a great help to someone if you teach him how to catch a fish instead of serving him one. It you can offer a job to needy poor or help him to get one. I assure you that when you help a needy person your self-esteem get strengthen.

We can't say begging is not good. Even many great souls survived by begging like great leader and philosopher Swami Vivekanand who begged for food because he didn't want to indulge in social hypocrisy.

Beggars are considered as burden but they can turned into assets. Government have to launch an easily accessible scheme from root level for beggars in which they can be skilled for some work as PMKVY(Pradhan Mantri Kaushal Vikas Yojana) for youngsters. What is corruption?

Before digging deep into the topic "Who is responsible for corruption : government or people?" Let's briefly describe corruption : "Corruption is the misuse of power and money for the sake of selfish motives". Power is an axe to grind for politicians and civil servants and money for well off people. They use baits of money to have their cup of tea.

Who is responsible for corruption?

It is a matter of great concern that there is  no field left which have not been stained by corruption. It starts from low level and goes to the top most as the coal scam and a great scam in IT sector at central level.

 Now a million dollar question arises that who is responsible for corruption : people or government? Actually both of them are responsible but in my point of view people are responsible for corruption to much extent. Let us see how? As formerly said for the fulfillment of selfish motives one takes help of bribe. It is a cause if individual thinking, that of self-centeredness.

True face of situation

It comes into view that government servants compel people to do so, this is not completely true. There are other reasons also like lack of complete knowledge of government procedures, or a case of instant coffee, or when approval to an illegal project/work is required, or when we brake rule want to close the case or want the judgement leaning towards us then we offer bribe. Therefore, it can said that people are responsible for corruption to much extent.

What is bribe?

Here comes a funny thing that bribe is not considered as bribe anywhere as it is sweets/gifts in the case of government work, it is donation in the case of education, it is a cup of tea in the case of traffic police, and it has many more faces.

How to tackle corruption?

Now, let us take a look at points which can help us to tackle the problem of corruption. A recent step taken by our PM, Narendra Modi, was demonetization, it has abolished black money to much extent and privatisation of power sector os also a step on the the same line to curb corruption.
And now I wanna to suggest two points :

• first one is 'do follow rules' then no one can put a question mark on you and 
• second have knowledge of procedures of government work, it can be done through internet or by RTI Act, the Right To Information Act.
